The Riga City Construction Board has suspended construction at the high-rise building complex “Z Towers” located at 9 Daugavgrīvas iela
The Riga City Construction Board has suspended construction at the facility located at 9 Daugavgrīvas iela, on the left bank of the Zunda Channel opposite the Press House, where construction of a complex of two high-rise buildings “Z Towers” is planned. The construction customer is SIA “Vertikālā Pasaule” and the building contractor is the Austrian construction company “Strabag”.
On 7 September 2007 the Riga City Construction Board has received an application with the request to immediately suspend construction of the multifunctional complex at 9 Daugavgrīvas iela, as in the process of construction deformation cracks have appeared on the facade and at the internal premises of the building at 7 Daugavgrīvas iela.
On the basis of the aforesaid, the Construction Inspector has inspected the building at 7 Daugavgrīvas iela, as a result of which the pre-accident condition of the building’s bearing construction has been established.
Having established such violations, in conformity with Clause 13 of the Construction Law and the General Construction Regulations norms, construction at the facility is to be immediately suspended. At present, construction at the facility has been suspended up to clarifying the circumstances.
The issue of resuming construction can be considered by the Riga City Construction Board after receiving the statement of the certified constructor on the reasons for the deformation appearing at 7 Daugavgrīvas iela, as well as on eliminating these reasons, including at structures located in the direct vicinity of the construction facility.
It is to be noted that in accordance with the currently available information on not observing the construction regulations, i.e. the unwarranted start of construction and deviation from the approved projects, 138 administrative protocols have been drawn in the first half-year of 2007.
