The First Stage of Public Discussion of the First Two Chapters of the Regulations on Usage and Construction of the Riga Historical Centre and its Protection Zone Territory

From 23 October till 21 November the first stage of public discussion of amendments to the text of the binding regulations “Regulations on Usage and Construction of Riga’s Historical Centre and its Protection Zone Territory” and the graphic part map “Main Protective Zones and Restrictions for Using Other Land Plots” issued with regards to planning of Riga’s historical centre and its protection zone territory takes place.

The Riga City Council City Development Department has announced the first stage of public discussion of two chapters of the Riga City Council binding regulations No.38 “Regulations on Usage and Construction of Riga’s Historical Centre and its Protection Zone Territory” from 23 October till 21 November.

The aim of the amendments is:
1. To evaluate, to supplement and to clarify the text of binding regulations No.38 “Regulations on Usage and Construction of the Riga’s Historical Centre and its Protection Zone Territory” issued by Riga City Council on 07.02.2006 with regards to planning of Riga’s historical centre and its protection zone territory.
2. To supplement and to define the graphic part of planning of tRiga’s historical centre and its protection zone territory, by correcting the location of the protection zones, in conformity with requirements of the normative acts, by observing location of the current underground engineering communications and the approved land utilization projects, in conformity with requirements of the normative acts, by considering public interests and requirements to rational usage of the territory.

Interested parties can study planning of Riga’s historical centre and its protection zone territory for 2006-2008 and the Riga development programme for 2006-2012 at Riga City Council on the 3rd Floor, 1 Ratslaukums, on workdays from 9.00 to 17.00. During the public discussion the information will be available also on the Riga City Council City Development Department website www.rdpad.lv/rvc and www.riga.lv/rap.

“Regular elaboration of the territory planning documents is an inseparable part of the city planning process. At present, different normative acts have been changed and applications of institutions, legal and physical persons have been received. These are to be evaluated and justified changes are to be introduced in conformity with modern requirements,” says Gvido Princis Deputy Director on City Planning Issues of the Riga City Council City Development Department.

During the public discussion, every Thursday from 14.00 to 17.00, at the Riga City Council 1 Ratsnams, 3rd Floor Hall, the Riga City Council specialists will provide consultations and reply to questions of residents with regards to elaboration of amendments.

Visitors will be accepted also at the Urban Planning Board of the City Development Department on Mondays and Thursdays from 14.00 to 18.00. Written suggestions can be submitted to the Urban Planning Board of the City Development Department of the Riga City Council at 4 Amatu iela, Riga, LV – 1050, from 23 October till 21 November 2007.
At the end of the first stage of the public discussion, the first wording of amendments to the binding regulations “Regulations on Usage and Construction of Riga’s Historical Centre and its Protection Zone Territory” will be elaborated, as well as the first wording of amendments to the graphic map “Main Protective Zones and Restrictions for Using Other Land Plots”, which the interested parties can study and, if required, submit suggestions at the second stage of the public discussion.
