On Construction in the City of Riga in September and October
In total in September and October 2007, 749 construction projects have been approved and accepted at Riga City Construction Board that anticipate starting of new construction, reconstruction, renovation and engineering works.
During the months of September and October the Riga City Construction Board has received 475 confirmation cards to perform simplified renovation/reconstruction. During these months the Riga City Construction Inspectorate has issued 350 construction permits and has commissioned 287 facilities.
In September and October 749 construction projects have been approved and accepted at the Riga City Construction Board. The greatest number of approved and accepted construction and engineering projects during these months has been in the Latgale Urban District – 159 projects. The number of approved construction and engineering communication projects is as follows: in the Zemgale Urban District – 157, in the Vidzeme Urban District -146, in the Northern Region – 125, in the Kurzeme Region – 107, and in the Central Region – 55.
The largest construction projects approved and accepted at the Construction Board in September and October are: the expanded-clay concrete production plant at 6 Daugavgrīvas šoseja, the terraced house at 1 Roņsalas iela, the asylum for homeless people “Zilais Krusts” at 336 Maskavas iela, the block of flats at 162 Biķernieku iela, the block of flats at Nīcgales iela, dismantling of the block of flats at 2 Palmas iela, lighting of the Latvian Railway bridge over the Daugava in Riga, the block of flats at 13 Čiekurkalna 3.šķērslīnija, the block of office buildings at Dambja iela, the block of flats and offices at 72 Tērbatas iela, the shopping and logistics centre at Tīraines iela and other projects.
The projects approved at the sketch stage are: the Žanis Lipke memorial museum at 8 Mazā Balasta iela, construction of the Biķernieku evangelical Lutheran parish house and reconstruction of the parsonage at 148 Biķernieku iela, the paper packing production building at Granīta iela, the block of flats at 23 Blaumaņa iela, the block of flats at 89/91 Krišjāņa Barona iela, the shopping centre at 141 Kurzemes prospekts, the block of flats at 91 Bruņinieku iela, the block of flats at 65 Nīcgales iela, construction of the shopping, office and residential building at 39 Elizabetes iela, the section of blocks of flats at Kaivas iela, the multifunctional complex at Krasta iela, the complex of blocks of flats at Lubānas iela, the office and warehouse complex at Maskavas iela, the block of flats at Rēzeknes iela and other projects.
In September and October the Riga City Construction Board has received 475 confirmation cards to perform simplified renovation/reconstruction, of these 344 applications have been received from private persons and 131 from legal entities.
In September and October the Riga City Construction Inspectorate has issued 350 construction permits: in the Latgale Urban District – 63, in the Vidzeme Urban District – 55, in the Zemgale Urban District – 44, in the Northern Region – 36, in the Kurzeme Region – 25 and in the Central Region – 20. 125 construction permits have been issued for arranging engineering structures.
In September and August 287 construction facilities have been commissioned in the City of Riga. The greatest number of commissioned facilities has been in the Vidzeme Urban District 51, in the Latgale Urban District – 35, in the Zemgale Urban District – 29, in the Northern Region – 25, in the Kurzeme Region – 20 and in the Central Region 4 construction facilities. Out of the commissioned facilities, 123 are engineering networks.
During these months the following have been commissioned: the block of flats at 64 Ziepniekkalna iela, the Day Centre for mentally handicapped people at 6 Biešu iela, the construction project of the warehouse complex with office premises at 119b Dzirciema iela, the block of flats at 11 Riekstu iela, reconstruction of the Fitinghof house at 2 R.Vāgnera iela, the birds of prey complex with a boiler house at 1 Meža prospekts, as well as other construction objects.
According to the currently available information on non-observation of the construction regulations, i.e. starting unauthorized construction and deviations from the approved projects, 16 administrative protocols have been drawn in September and October, the Administrative Commission has imposed fines in the amount of LVL 50.00 – 3,000.00.
The largest penalty of LVL 3,000.00 has been imposed for starting unauthorized construction of a residential house without the approved project and the received construction permit at 26 Preiļu iela.
Similarly a large penalty has been imposed for the unauthorized operation of premises without commissioning them at 41b Mūkusalas iela.
The penalty of LVL 2,000.00 has been imposed for starting unauthorized construction at 65 Ģertrūdes iela.
The penalty of LVL 1,000.00 has been imposed for the unauthorized re-planning and building of the partition wall without the approved project and the construction permit at 2 Krāmu iela.
