Adjusted Procedure of Issuing Documents
When submitting an application for receiving the real estate tax relief in 2010 for the buildings recognized as cultural monuments protected by the state, additional documents from the State Cultural Monuments Protection Inspectorate have to be enclosed, whereas for the buildings recognized as constructions comprising cultural and historical value , a photo of the existing building has to be enclosed.
To receive the real estate tax relief in 2010, the Application Form available on the Riga City Council City Development Department home page www.rdpad.lv in the Forms section has to be submitted to the Clients Service Centre of the Riga City Construction Board at Amatu iela 4, Riga, by 1 October 2009.
Furthermore, the State Cultural Monuments Protection Inspectorate directive with its observation confirmation or a statement for the building recognized as a cultural monument protected by the state has to be attached to the Application Form. A photo of the building recognized as a construction comprising cultural and historical value has to be enclosed with the submitted application.
The Riga City State Cultural Monuments Protection Department will evaluate the submitted application within 30 days, provide a reply to the applicant and make a note in the Unified Information System, so that in the beginning of 2010 the Riga City Council Municipal Income Department could take a decision on granting the real estate tax relief.
Real estate tax relief of 50% is applicable on a building, which is recognized as a cultural monument protected by the state and is maintained in line with the State Cultural Monuments Protection Inspectorate directive. For buildings, which have been recognized as constructions comprising cultural and historical value with an authentic facade and have been maintained in line with requirements anticipated by the corresponding laws and regulations, real estate tax relief of 25% is applicable.
It is possible to ascertain whether an object located in the Riga City administrative territory is included into the list of cultural monuments protected by the state by using the Cultural Monuments Browser e-service on the Riga City Council City Development Department home page www.rdpad.lv in the E-Services section.
It is also possible to ascertain whether a building has been recognized as a construction comprising cultural and historical value, which has been determined as having an authentic facade of cultural and historical significance, on the graphic part map of the Riga Historical Centre Cultural and Historical Heritage Retention and Development Plan. This map is available on the Riga City Council City Development Department home page www.rdpad.lv in the Riga Historical Centre and its Protection Zone Territory Planning, Riga Historical Centre Cultural and Historical Heritage Retention and Development Plan sections.
